Quarantine & Vaccinations

DRC QUARANTINE FACILITIES

These facilities are located adjacent to Meydan Racecourse, and approximately 25 minutes drive from Dubai International Airport.

  • International Stables are primarily used for EU horses. In the event of overflow, EU horses will also be accommodated in alternate DRC Quarantine Facilities.
  • Non-EU horses will be accommodated in Dubai World Cup Quarantine situated alongside the International Stables.

Apart from housing horses in the most modern facilities available, we also offer stable staff excellent on-site accommodation (limited availability).

IMPORT CONDITIONS

Horses from all countries will need to meet, as a minimum, the UAE temporary import conditions appropriate to the country of origin.

A list of more detailed quarantine and import conditions can be found in the DWCC brochure.

Whilst in the UAE, Carnival horses will be stabled in Regional Groups, in designated Quarantine facilities, separated from local horses. Access to these areas will be restricted (please see Guidelines for DRC Quarantine Facilities).

PLEASE NOTE: Horses entering UAE which the connections wish to send to local stables for training (non-isolation stables), must meet UAE permanent import conditions and travel with the appropriate permanent import health certification. Horses will be isolated and tested for disease, vaccinated and treated as necessary to allow them to return to the country of origin or to any other nominated country to which the connections wish to send them.POST ARRIVAL RECOVERY PERIOD

After arrival in the UAE, horses will be restricted to their allocated compound at the Quarantine facility for up to 48 hours, depending upon the length of journey.
During this time they will not be allowed out on to the exercise track; they will be closely monitored for recovery from the journey and blood samples will be taken.

  • Horses which travel for less than six (6) hours (stable to stable) will be confined for a minimum of 12 hours after their arrival at the facility.
  • Horses travelling for more than six (6) hours (stable to stable) will be confined for a minimum of 48 hours after their arrival at the facility.

Each compound has a walking ring.

The rules are intended to reduce the risk of disease developing in horses and possibly spreading to other horses.

PLEASE NOTE: When possible, horses arriving after the initial flights will spend the first 6 days in a separate quarantine location from that of horses already stabled in the DRC quarantine facilities.SECURITY ACCESS TO BARNS

Access to Barn areas and secure areas is strictly monitored. All personnel will need to carry a security badge/card that will be issued upon arrival and will detail areas to which personnel are permitted access.

Trainers, their staff and contracted riders will have right of entry. Quarantine access for other persons, e.g. visiting international veterinary surgeons, physiotherapists and similar specialists will be considered, but notification in writing must be forwarded to the Dubai Racing Club prior to arrival for security access approval.

Access will not be guaranteed.

VETERINARY TREATMENT IN QUARANTINE FACILITIES

In order to adhere to the strict procedures governing treatment of horses at the Quarantine facilities and in order to comply with UAE legislation, all treatments must be carried out by veterinarians from the Dubai Equine Hospital (DEH).

If your horse has specific or unusual medical requirements, then please contact the DRC to determine if the specific medication or appropriate replacement product is available in the UAE.

Trainers who may wish to involve their own veterinary surgeons, physiotherapists or other specialists in discussion on the treatment process should contact the Dubai Equine Hospital (DEH), preferably prior to arriving in UAE.

The abovementioned specialists will not be permitted entry to the Quarantine facilities, unless cleared to do so by the DEH, and only in accordance with the guidelines set down by DEH.

All medications, ointments, supplements and treatment devices that have been brought with horses into the UAE must be presented to DRC quarantine staff on arrival.

Unsuitable items will be confiscated and only released upon the horse’s departure from Dubai.

If you have any concerns regarding the administration of a medication and the horse’s suitability to race, please consider availing yourself of the ERA Pre-Race Elective Sampling service, the details of which are available from the ERA Veterinary Officer.

TREATMENT OR THERAPY BY PERSONS OTHER THAN DEH STAFF WILL NOT BE PERMITTED.BIOSECURITY PROCEDURES FOR DRC QUARANTINE FACILITIES

1. Only accredited visiting international stable personnel and essential DRC employees will be allowed access to the quarantine facility. No children under 12 years old are permitted without permission.

2. No animals, other than quarantine horses, may be brought into the facility.

3. No media, with the exception of Dubai Racing Club nominated official media (private photography of own horses and personnel allowed).

4. A maximum of 2 registered owners per trainer permitted during visiting hours of 6.00 to 10.30 am and 4.00 to 5.30 pm. All authorised visitors must be accompanied by a trainer or representative at all times. The DRC reserves the right to refuse admission or expel from the premises any person.

5. Only the trainer or in their absence, their representative, will be permitted access to horses in quarantine for the first 48 hours after arrival.

6. At every visit, all visitors must wear the protective clothing provided. Hands must be washed on entering the barn and again before exiting. The visitors record forms must be signed and completed.

7. Only official vehicles are allowed in quarantine area.

8. Only medications and treatments issued and/or approved by Dubai Equine Hospital (DEH) are permitted. Only DEH or DEH-approved vets and therapists are allowed to treat horses.

9. Vector screens must be closed at all times and only opened for the entry/exit of horses.

10. It is the trainers/representative’s responsibility to ensure all horses exercising outside the barns are wiped down with the insect repellant provided in each barn prior to exiting the barns. When required, the daily treatment must be recorded and signed.

11. During exercise periods instructions from track marshals must be obeyed and a minimum 50 meter separation maintained between groups of horses. Failure to do so may result in a revision of export requirements and an extended quarantine period.

12. Safety vests and safety helmets to be worn at all times when mounted in the Quarantine.

13. Horses and personnel must enter and leave the Quarantine facilities through approved gateways.

14. Any suspected contagious or infectious disease of people or horses must be reported immediately to quarantine management.

15. No alcohol is permitted in the barns or public areas. No smoking is permitted in the barns.

16. All persons attending horses in the facility are subject to the Rules and Regulations of the Emirates Racing Authority.

ALL QUARANTINE RULES MUST BE ADHERED TO.
ANY FAILURE TO OBSERVE A QUARANTINE RELATED RULE OR INSTRUCTION ISSUED BY THE ERA OR ANY QUARANTINE REGULATIONS OR LAWS ISSUED BY THE UAE MINISTRY OF ENVIRONMENT AND WATER, OR ANY OTHER RELEVANT AUTHORITY, SHALL BE A BREACH OF THE ERA RULES AND SUBJECT TO PUNISHMENT.
 Quarantine Conditions for horses from AsiaConditions for the importation into the UAE of horses from Hong Kong/Japan/Singapore/Macau to compete at the 2011 Dubai World Cup Carnival horses and return to their country of origin

Horses from all countries will be required to meet, as a minimum, the UAE temporary import conditions* appropriate to the country of origin.

Whilst in the UAE, Carnival horses will be stabled in Regional Groups, in designated DRC Quarantine Stables, separately from local horses. Access will be restricted.

Please note: Horses entering the UAE which the connections wish to go to local stables for training (non isolation stables) must meet UAE permanent import conditions and travel with the appropriate permanent import health certification.

Horses will be isolated, disease tested, vaccinated and treated as necessary to allow them to return to the country of origin or to any other nominated country to which the connections wish to send them. See also Conditions, regarding return conditions.

Post Arrival Recovery Period

Note:?After arrival in the UAE, horses will be restricted to the allocated compound at the quarantine facility for 48 hours, post arrival. They will not be allowed access to the training tracks during this time.

These rules are intended to reduce the risk of respiratory disease developing in the horses and possibly spreading to earlier arrivals.

Each compound has a walking ring.  

Import Conditions

Note: The following notes set out a number of important basic points regarding, isolation, testing and vaccination requirements for import and return of horses. Of necessity they do not show all the requirements and Connections should also consult the veterinary authorities in the countries of origin to obtain full details of the requirements.

Import Conditions applicable to all horses

  1. No pre-export isolation is required for temporary import
  2. All horses must be tested negative for Equine Infectious Anaemia (Coggins Test) on a blood sample collected within the time period specified in the UAE import conditions for the country of origin.
  3. All horses must have received, during the 90 days immediately prior to export but not within 14 days:
    • Either, two primary vaccinations against Equine Influenza, between 21 and 42 days apart with the same vaccine. Or,
    • a booster vaccination against equine influenza which was given within 12 months of a certified primary course, or within 12 months of a certified booster vaccination where it and any previous booster vaccinations, had been administered annually within a regular 12 month period since the primary course. All vaccinations need to be certified.

For UAE import purposes a primary course of vaccinations will be considered to consist of at least 2 doses of the same vaccine and original certification showing all relevant vaccinations must travel with the horse.***

*** Emirates Racing Authority (ERA) Influenza vaccination rules differ slightly from UAE import rules. However, judicious planning should allow both sets of rules to be met with a minimum number of additional vaccinations

Additional import requirements 

All horses must be vaccinated against Japanese B Encephalitis within 6 months prior to export but not within 30 days of export. This vaccination must be recorded in the horse’s passport.

Return conditions

Please note; the conditions below are for horses returning directly to the country of origin (the country from which they were exported to the UAE). Horses returning to a country other than the country of origin may have to meet different conditions. The official shipping agents will be able to advise on this.

All horses - Insecticide treatment  In order to meet most countries return conditions and UAE temporary import protocols all horses must be treated with an approved insecticide/repellant every time they leave the stables for training. The products approved for use in the UAE contain pyrethroids and have been used for several years without problem. If trainers know of any problems related to the use of such products on their horses they should advise DWCC prior to horses being shipped so alternative products can be considered and obtained.

Singapore

Some blood testing will be required. A short period of pre-export quarantine may also be required at the discretion of the AVA, Singapore, after their last race. We understand that horses which remain in the UAE for less than 60 days will have to complete a minimum of 14 days post-import isolation on their return to Singapore whilst those that remain in the UAE for more than 60 days will have to undergo a period of at least 14 days quarantine on their return. Connections are advised to discuss the return procedures with AVA, Singapore and with the Singapore Turf Club.

Japan

Some pre-export blood testing will be necessary but no additional pre-export quarantine will be required provided the horse/s are not outside Japan for more than 60 days.

Hong Kong

Prior to re-export it will be necessary to test for Equine Infectious Anaemia and Equine Piroplasmosis but no additional pre export quarantine will be required after their last race.

All horses will need to have had a certified primary course or booster vaccination to a certified primary course for West Nile Virus within 12 months preceding export with an inactivated vaccine with the last dose not within 14 days of export.

Macau

Horses may remain outside of Macau for up to 90 days and return without additional quarantine and testing after their last race.
All horses must transit through Hong Kong and therefore will need to meet the Hong Kong transit conditions including the vaccination for West Nile Virus as above.

 Quarantine Conditions for horses from Australia & New ZealandConditions for the importation into the UAE of horses from Australia & New Zealand to compete at the 2011 Dubai World Cup Carnival horses and return to their country of origin

Horses from all countries will be required to meet, as a minimum, the UAE temporary import conditions* appropriate to the country of origin.

Whilst in the UAE, Carnival horses will be stabled in Regional Groups, in designated DRC Quarantine Stables, separately from local horses. Access will be restricted.

Australia 

AQIS Australia have cancelled their approval of the UAE quarantine to export horses to Australia so currently the UAE is unable to return horses directly to Australia.  Horses coming to compete in the UAE will need to return to Australia via another approved country.

New Zealand

Following the recent agreement with Australia (outlined above) the UAE Veterinary Authorities will enter into discussions with New Zealand regarding direct return of NZ horses to that country.

Currently there are no conditions in place for return of horses to New Zealand from the UAE.

 

Quarantine Conditions for horses from the Europian UnionConditions for the importation into the UAE of horses from the European Union to compete at the 2011 Dubai World Cup Carnival horses and return to their country of origin

Horses from all countries will be required to meet, as a minimum, the UAE temporary import conditions* appropriate to the country of origin.

In addition, horses from North and South America will have to be vaccinated or blood tested for EEE/WEE in order to meet European Union transit conditions.

Whilst in the UAE, Carnival horses will be stabled in Regional Groups, in designated DRC Quarantine Stables, separately from local horses. Access will be restricted.

Please note: Horses entering the UAE which the connections wish to go to local stables for training (non isolation stables) must meet UAE permanent import conditions and travel with the appropriate permanent import health certification.

i)    Horses that remain in the UAE for less than 30 days may return to the EU immediately after their last race, without additional quarantine or testing.    

ii)    Horses that remain in the UAE for more than 30 days must complete an additional 30 days pre-export quarantine after their last race (training is allowed but no racing) and must be blood sampled and tested to meet EU permanent import conditions. BUT, BY WAY OF DEROGATION    

iii)    Horses which are in the UAE to compete in International Group races may remain in the UAE for up to 90 days and return to the EU immediately after their last intended Group race without additional quarantine and testing. Horses which compete in non-Group races after the last intended Group race, for which they are qualified, will not be eligible for this derogation.
 

Quarantine Conditions for horses from the GCCConditions for the importation into the UAE of horses from the GCC to compete at the 2011 Dubai World Cup Carnival horses and return to their country of origin

Horses from all countries will be required to meet, as a minimum, the UAE temporary import conditions* appropriate to the country of origin.

Please note the import of horses from Kuwait and Bahrain is currently suspended.  With the spread of Glanders in the region other affected countries may be added at short notice.

Whilst in the UAE, Carnival horses will be stabled in Regional Groups, in designated DRC Quarantine Stables, separately from local horses. Access will be restricted.

Please note: Horses entering the UAE which the connections wish to go to local stables for training (non isolation stables) must meet UAE permanent import conditions and travel with the appropriate permanent import health certification.

Additional import requirements 

Direct trade with South Africa is not currently permitted.

Horses must be resident in the Cape African Horse Sickness Free Zone for a minimum of 60 days prior to export, the last 40 of which must be spent in an approved Export Quarantine premises.

Additional serological testing for AHS, Encephalosis and Dourine will be required whilst the horse is in the quarantine premises.

Return conditions

Please note; the conditions below are for horses returning directly to the country of origin (the country from which they were exported to the UAE). Horses returning to a country other than the country of origin may have to meet different conditions. The official shipping agents will be able to advise on this.

All horses - Insecticide treatment

Currently, as there are no agreed “return” conditions, horses must undergo a period of 30 days pre-export quarantine, after their last race, in order to return permanently to RSA.

 

Quarantine Conditions for horses from the South AmericaConditions for the importation into the UAE of horses from South America to compete at the 2011 Dubai World Cup Carnival horses and return to their country of origin

Horses from all countries will be required to meet, as a minimum, the UAE temporary import conditions* appropriate to the country of origin.

In addition, horses from North and South America will have to be vaccinated or blood tested for EEE/WEE in order to meet European Union transit conditions.

Whilst in the UAE, Carnival horses will be stabled in Regional Groups, in designated DRC Quarantine Stables, separately from local horses. Access will be restricted.

Currently direct import of horses from Brazil is suspended and horses must enter after spending 30 days in Europe.

Horses will be isolated, disease tested, vaccinated and treated as necessary to allow them to return to the country of origin or to any other nominated country to which the connections wish to send them. See also Conditions, regarding return conditions.

Post Arrival Recovery Period

Note:?After arrival in the UAE, horses will be restricted to the allocated compound at the quarantine facility for up to 48 hours, post arrival, depending on the length of the journey. They will not be allowed access to the training tracks during this time.

These rules are intended to reduce the risk of respiratory disease developing in the horses and possibly spreading to earlier arrivals.

Each compound has a walking ring.

Import Conditions

Note: The following notes set out a number of important basic points regarding, isolation, testing and vaccination requirements for import and return of horses. Of necessity they do not show all the requirements and Connections should also consult the veterinary authorities in the countries of origin to obtain full details of the requirements.

Import Conditions applicable to all horses

  1. No pre-export isolation is required for temporary import
  2. All horses must be tested negative for Equine Infectious Anaemia (Coggins Test) Dourine and Glanders on a blood sample collected within the time period specified in the UAE import conditions for the country of origin.
  3. All horses must have received, during the 90 days immediately prior to export but not within 14 days:
    1. Either, two primary vaccinations against Equine Influenza, between 21 and 42 days apart with the same vaccine. Or,
    2. a booster vaccination against equine influenza which was given within 12 months of a certified primary course, or within 12 months of a certified booster vaccination where it and any previous booster vaccinations, had been administered annually within a regular 12 month period since the primary course. All vaccinations need to be certified.

For UAE import purposes a primary course of vaccinations will be considered to consist of at least 2 doses of the same vaccine and original certification showing all relevant vaccinations must travel with the horse.***

*** Emirates Racing Authority (ERA) Influenza vaccination rules differ slightly from UAE import rules. However, judicious planning should allow both sets of rules to be met with a minimum number of additional vaccinations

Additional import requirements 

Equine Encephalomyelitis

All horses must be vaccinated, or blood tested, for EEE/WEE in order to meet European Union transit requirements - details can be obtained from the relevant veterinary authorities in the country of origin.

Note: horses must not be vaccinated against Venezuelan Equine Encephalomyelitis within 6 months prior to export. Discuss this with your veterinarian as some EEE/WEE vaccines have a VEE component.

Return conditions

Please note; the conditions below are for horses returning directly to the country of origin (the country from which they were exported to the UAE). Horses returning to a country other than the country of origin may have to meet different conditions. The official shipping agents will be able to advise on this.

All horses - Insecticide treatment

In order to meet most countries return conditions and UAE temporary import protocols all horses must be treated with an approved insecticide/repellant every time they leave the stables for training. The products approved for use in the UAE contain pyrethroids and have been used for several years without problem. If trainers know of any problems related to the use of such products on their horses they should advise DIRC prior to horses being shipped so alternative products can be considered and obtained.

Brazil: horses may remain outside Brazil for up to 30 days and return without additional quarantine and testing.

No return conditions are currently agreed with the authorities in other approved S.A. countries.

All horses returning via the EU will require testing for transit purposes.

 

Quarantine Conditions for horses from TurkeyConditions for the importation into the UAE of horses from Turkey to compete at the 2011 Dubai World Cup Carnival horses and return to their country of origin

Horses from all countries will be required to meet, as a minimum, the UAE temporary import conditions* appropriate to the country of origin.

Whilst in the UAE, Carnival horses will be stabled in Regional Groups, in designated DRC Quarantine Stables, separately from local horses. Access will be restricted.

Horses must be resident in an approved area of Turkey for a minimum of 40 days immediately prior to export, the last 30 of which must be spent in pre export isolation. Training is allowed during the isolation period but NOT racing.

Horses returning to a country other than the country of origin may have to meet different conditions. The official shipping agents will be able to advise on this.

Additional import requirements

i.    West Nile Virus certification

During the 30 days prior to export horses must;

  • Either, be resident in, and remain in, States/Provinces in which no evidence of WNFV has been found in the previous 6 months (in any species, including humans, birds and mosquitoes) 
  • Or, they must come from premises where there have been no clinical cases of WNFV, in equines, during the 30 days prior to export and they must have been treated with an approved, insect repellent, effective against WNFV vectors, during the whole of any period, in the 15 days immediately prior to export, that they are in a State/Province in which evidence of WNFV has been found in the previous 6 months

ii.    Equine Encephalomyelitis

All horses must be vaccinated, or blood tested, for EEE/WEE in order to meet European Union transit requirements - details can be obtained from the relevant USA/Canadian veterinary authorities.

i)    Horses that remain in the UAE for less than 60 days may return to the USA  immediately after their last race, without additional isolation. They will, however, have to be blood tested in order to meet EU transit requirements.    

ii)    Horses that remain in the UAE for more than 60 days may return to the USA immediately after their last race but will require blood sampling and testing to meet both EU transit requirements and USA import requirements.

Canadian horses will normally return via the USA and will have to meet USA import conditions.
